Total Rewards and HCMS Specialist

Be part of our dynamic Human Resources team in supporting the department’s strategies, programs, policies and initiatives as well as our commitment to customer service.

Reporting to the Director, Total Rewards and Talent Acquisition, you will be accountable for administering total rewards programs and will support the implementation of and eventually administer Supply Ontario’s Human Capital Management System (HCMS).

In this role, your key responsibilities will include:

  • Overseeing benefits and pension administration including responding to inquiries regarding benefits coverage, benefits premiums, pension buy-back and enrolling employees in benefits plans.
  • Analysing and presenting current total rewards programs and policies, conducting needs analysis, recommending and implementing changes to ensure alignment with our business strategy.
  • Providing support in administration of Supply Ontario’s Payroll System.
  • Maintaining various databases, tracking and administrative systems in support of various HR processes, including workforce planning, position control, collective bargaining and/or corporate budgeting purposes for payroll.
  • Providing advice and guidance to the HR Team in data collection and reporting of Supply Ontario’s human resources activities including assistance on workforce demographic profiles, staff strength, vacancies and data required for succession planning, talent management, retirement projections, etc.  
  • Participating with the HR team on projects involving the development of tools, policies, supports and processes.
  • Participating in the job evaluation process and collaborating on the preparation of job descriptions, grading of jobs and assigning appropriate salary ranges.
  • Supporting the development of compensation and benefits related reports, statistics and HR performance measures.
  • Playing a lead role in the implementation of Supply Ontario’s Human Capital Management System (HCMS).
  • Providing oversight and administration of the HCMS to ensure timely collection, security, and control of consistent data collection, analytics and reporting. 
  • Conducting systems audits of the HCMS to ensure data integrity, security and accuracy of employee related data.
  • Monitoring and analyzing the HCMS to resolve all issues and escalating technical issues to systems specialists to ensure timely resolution of problems.
  • Providing training and assistance to HR team and HCMS authorized users regarding the use and capabilities of the HCMS.

Successful candidates will demonstrate the following:

  • Degree in Human Resources or a related field, or equivalent experience
  • Minimum six (6) years of experience in the use, capabilities, and administration of human capital management (or related) systems, implementation and administration of benefits plans, and provision of expertise and advice in all facets of human resources to support strategic business requirements.
  • Minimum of two (2) years’ experience working in a HR project management environment with a focus on testing and implementing HCMS or related software.
  • Completion of (or working towards) Human Resources certification is an asset.
  • Knowledge of insured benefit design, structures, policies, financing arrangements, etc.
  • Understanding of pension plan administration.
  • Proficient in design, implementation, and administration of other forms of indirect compensation programs (e.g., paid time off, work-life balance, programs, etc.)
  • Familiarity with compensation structures, programs and policies, particularly those typical to the Ontario Broader Public Sector
  • Proven strategic thinking skills to define program approaches, including understanding needs, defining strategies and action plans, and execution of key activities to reach defined outcomes.
  • Proven experience in collaborative and influential partnering with executive leadership as well as HR cross-functional partners.
  • Ability to successfully manage multiple priorities and change direction quickly when needed.
  • Understanding of business strategies and the ability to translate them into actionable and compelling organization effectiveness initiatives.
  • Strong analytical skills to ensure initiatives are fact-based and drive business outcomes.
  • Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams).
