Description

The primary goal is to establish a flexible, multi-vendor VOR for a term of six (6) years.

This VOR will serve as a roster of pre-qualified suppliers. Client organizations will use this roster to invite vendors to bid on their specific needs through a simplified second-stage selection process.

This EVOR will cover various languages with the exception of French.
The client base is diverse, ranging from large provincial ministries with complex risk management requirements to smaller BPS entities with more focused needs. Therefore, service providers with experience supporting clients of all sizes and complexities are strongly encouraged to respond.

Vendors were selected through an open, competitive procurement process conducted in accordance with applicable public‑sector procurement requirements.

Interested suppliers were required to submit a formal bid, which was evaluated against published mandatory and rated criteria, including technical capability, service coverage, and pricing. Only vendors that met all mandatory requirements and achieved the required evaluation thresholds were awarded VOR status.

All successful vendors are pre‑qualified under the MLALS VOR and eligible to provide services within the approved scope for the duration of the agreement.

The MLALS Vendor of Record (VOR) is established for a six‑year term, providing long‑term stability and continuity of access to qualified language service providers for participating organizations.

The agreement includes optional annual refresh opportunities, allowing the contracting authority to review the VOR on a yearly basis. These refreshes may be used to:

• Add or replace vendors,
• Update service offerings or requirements, and
• Ensure continued alignment with market conditions and user needs.

This structure balances long‑term vendor availability with the flexibility to maintain a current, competitive, and responsive VOR over the life of the agreement.
