Legal & Contract Management Operations Manager

Supply Ontario is seeking a highly motivated Legal & Contract Management Operations Manager to join our growing legal team. Reporting to the Chief Legal Officer, this role is responsible for leading strategic and operational initiatives to modernize legal operations, ensuring timely, cost-effective, and high-quality outcomes across the organization. The successful candidate will drive the adoption of digital tools, automate legal processes, and leverage data-driven insights to enhance service delivery and operational efficiency. As a change-focused leader, the Manager will foster a culture of innovation, accountability, and continuous improvement, while providing leadership to the Legal Clerk team and promoting organization-wide adoption of modern legal practices.

Your key responsibilities will include:

  • Ensure compliance with Ontario’s public procurement policies, trade agreements, and regulatory frameworks, including the Broader Public Sector Procurement Directive.
  • Liaise with government agencies, vendors, legal counsel, and procurement specialists to enhance and streamline legal and contract management processes.
  • Oversee the day-to-day operations of the Legal Services function, including budget management, resource allocation between internal and external counsel, and vendor relationship oversight.
  • Establish and maintain policies and procedures for supplier engagement, ensuring alignment with ethical procurement standards and vendor performance expectations.
  • Manage contract disputes, compliance issues, and legal reviews in accordance with applicable government procurement laws and organizational protocols.
  • Develop and implement contract management governance policies that promote transparency, fairness, accountability, and operational efficiency.
  • Monitor contract effectiveness, assess regulatory changes and industry trends, and apply insights to optimize procurement and contract management strategies.
  • Provide strategic support to the Chief Legal Officer in the development and execution of both short- and long-term legal and business strategies.
  • Lead the design, development, and execution of key legal projects and strategic initiatives to ensure alignment with organizational priorities.
  • Design and improve processes across the Legal and Compliance functions, including the sourcing and implementation of AI-driven tools to modernize contract management and legal service delivery.
  • Track and report on key performance indicators (KPIs) for the Legal Services department and recommend course corrections as needed to ensure performance targets are met.
  • Prepare the annual operating budget for the Legal Services department, submit it for review and approval by the Chief Legal Officer, and oversee ongoing monitoring, reporting, and financial performance.
  • Provide timely, insightful management reports to the Legal Leadership Team, including analysis and recommendations related to variances between actual and budgeted results.

Successful candidates will demonstrate the following:

  • Bachelor’s degree or Diploma in a related field, or equivalent experience.
  • 6-8 years of professional experience in legal operations, business process transformation or a related area.
  • Experience in change management or project management, with a demonstrated ability to address resistance and drive modernization initiatives.
  • Demonstrated expertise in legal operations, including exposure to legal processes and tools such as contract management systems and other digital legal technologies.
  • Experience within the political/public service would be considered an asset.
  • Ability to thrive in a fast-paced, evolving environment, manage competing deadlines, and support the transformation of legal workflows and client service delivery.
  • Demonstrated ability to independently advance projects by securing necessary support and navigating complex organizational structures.
  • Superior analytical, problem-solving, and verbal/written communication skills.
  • Champion of transformational change in support of organizational culture and strategic vision.
  • Strong interpersonal skills with a proven ability to build credibility, cultivate relationships, and work effectively across departments.
  • A policy-focused mindset with a keen ability to assess operational gaps and design frameworks that drive consistency and accountability.

The selected candidate will be required to reside and work in Ontario and be legally eligible to work in Canada.

This job offers the opportunity to work from home as part of a hybrid work arrangement; at the time of posting, this position would require in-office presence 3 days per week, based on current operational requirements.
