Senior Program Management Analyst

Supply Ontario is seeking a Senior Program Management Analyst to provide leadership, advice, and program management expertise across the continuum from strategic to operational that ensures alignment and establishes appropriate linkages with Supply Ontario’s mandate and business requirements as well as to organizational performance measurements.

Your key responsibilities will include:

  • Providing program management expertise to leaders across Supply Ontario (SO) in order to support and facilitate harmonization of initiatives undertaken by project teams on an organization-wide basis.
  • Providing leadership for the management of SO’s defined programs and their outcomes to ensure mandate and business plans related to supply chain and corporate requirements are met.
  • Recommending changes to projects/program activities to ensure goals and objectives are achieved.
  • Facilitating regular meetings with project delivery teams to provide overall expertise, obtain status updates on projects and programs underway and to provide support to resolve issues that may arise during the project that could impact the success of a program. 
  • Preparing reports on program management and project progress and ensures status updates are provided to stakeholders (e.g., Program Manager, Board of Directors, Chief of Staff etc.).
  • Maintaining awareness of new project developments, trends, and directions across the Ontario Public Services (OPS) and Broader Public Sector, which may impact current project directions for provision of SO initiatives and services.
  • Analyzing and evaluating programs goals and outcomes and reviews new project proposals through the lens of feasibility, identifying current and emerging issues that require legislative reform, policy, or directive amendments.
  • Providing ad hoc project management when there is not clear Project Manager.
  • Developing critical stakeholder relationships with agency corporate, finance, HR, operational policy areas and provincial ministries.
  • Supporting SO’s customer service standards, enabling client success and business improvement/continuous improvement activities.
  • Developing and recommending processes relating to performance measurement, including the identification and dissemination of related best practices and the development of comprehensive key performance indicators (KPI) and performance measures.
  • Collaborating with project teams to gather their input into program management and the development of performance measures.
  • Conducting in-depth analysis of existing and proposed business plan performance measures to ensure synergy across all project delivery teams, validity of methodology and accuracy of data and calculations.
  • Providing expertise and advice in the use of performance indicators, evaluation criteria, tools, and resources to assist management and staff in the business performance evaluation process.
  • Managing ongoing performance reporting deliverables.

Successful candidates will demonstrate the following:

  • Completion of a postsecondary diploma or degree in Business Management, Business Administration, or related field.
  • 6 – 8 years of experience in a program/project management environment.
  • Experience in a start-up environment is an asset.
  • In-depth knowledge of program analysis and performance measurement methods and techniques, including the development and reporting of output and outcome-based performance measures, including establishing baselines, and setting targets.
  • Project management skills to lead the development of key strategic planning initiatives, as may be applicable, developing project plans, managing working groups to accomplish goals and objectives.
  • Problem solving skills to develop and evaluate options and recommend solutions.
  • Knowledge of research and analytical techniques including both qualitative and quantitative analysis skills to critically review and analyze complex material including statistical data.
  • Knowledge of risk assessment and risk assessment principles to identify and make recommendations to monitor and mitigate risks.
  • Consultation, collaboration, and relationship management skills to work with project delivery teams to obtain status updates on projects and programs underway and to provide support to resolve issues.
  • Analytical skills to summarize and synthesize complex material for reporting purposes.
  • Presentation skills to present and explain convincing, viable plans, and recommendations to senior management on recommended programs and positions on issues.
  • Communications and dissemination techniques including alternative ways to inform others via written, verbal, and visual media.
  • Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams, Project, Visio, Power BI) and other internal applications, as required.

This job offers the opportunity to work from home as part of a hybrid work arrangement; at the time of posting, this position would require in-office presence 3 days per week, based on current operational requirements.
