Fleet Management Services Vendor of Record (VOR) Arrangement

Overview

Supply Ontario (SO) has established a new Vendor of Record (VOR) arrangement for Fleet Management Services, effective February 1, 2026, Tender-20997. 

This new VOR arrangement replaces the previous Fleet Management Services VOR arrangement that had been in place since 2017. The new VOR arrangement has a five-year term, plus two optional two-year extensions, and includes an annual refresh option. 

The VOR arrangement is mandatory for ministries and agencies, and is optionally available to public sector entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.

This VOR arrangement provides fleet management services across Ontario. The purpose of the arrangement is to improve and optimize fleet utilization, employ life cycle analysis, and drive cost reductions to support the operation of Ontario’s passenger vehicles, light commercial vehicles, enforcement vehicles and non-passenger fleet vehicles. This includes medium and heavy trucks, off-road vehicles, motorcycles, all-terrain vehicles (ATVs), and snowmobiles.

Agreements have been established with multiple vendors specializing in the categories that make up this VOR arrangement. There are four categories under which the deliverables will be provided:

  1. General Fleet Management Services – awarded to one vendor
  2. Roadside Assistance – awarded to one vendor
  3. Telematics – awarded to five vendors
  4. Short Term Vehicle Leasing – awarded to four vendors

Benefits

The new VOR arrangement is expected to sustain similar value for the public sector as the previous VOR arrangement. Key benefits include:

  • Annual cost avoidance of over $1.5 million on gasoline, vehicle maintenance and equipment
  • Telematics solutions that provide in-vehicle performance management tools to enhance vehicle monitoring and support strategies to improve fuel consumption and vehicle maintenance
  • Access to discounted gasoline pricing at retail fuel stations across Ontario
  • Live roadside assistance call-support for drivers
  • Preventative maintenance, collision reporting, and damage management services
  • An in-house garage management system to efficiently manage garage workflow operations, including asset management, parts inventory control, and work order tracking
  • Competitive pricing for short term vehicle leasing
