We are looking for a Director, IT & Telecom Category and Sourcing Execution (Job ID #2025-034), who will acta strategic leader in enterprise procurement and supply chain management, accountable for driving the development, implementation, negotiation, and oversight of enterprise-wide procurement agreements for common IT & Telecom goods and services that are closely aligned with government priorities.
This position will focus on advancing category management strategies that drive greater value and enable the efficient delivery of government programs, services, and initiatives, in alignment with Supply Ontario’s strategic objectives. You will be responsible for ensuring these enterprise-wide agreements produce measurable outcomes by maximizing vendor performance, eliminating procurement redundancies across the Ontario Public Service (OPS), Broader Public Sector (BPS), and wider public sector, and identifying opportunities to introduce and develop new procurement categories.
In this pivotal role, you will focus on the expansion of stakeholder engagement to enhance service levels and foster innovative service delivery opportunities across the public sector as well as provide strategic leadership in delivering end-to-end supply chain advisory services to ministries, agencies, and public sector partners, ensuring procurement and supply chain processes are streamlined, efficient, and capable of meeting operational needs.
Other key responsibilities include:
Strategic Planning & Leadership
- Lead the development and execution of multi-year strategic plans to improve productivity, reduce costs, and enhance service quality.
- Drive strategic planning to improve procurement services and build a flexible, skilled workforce that can adapt to changing needs.
- Contribute to enterprise-wide strategy as part of the VP’s leadership team and leads the execution of aligned programs and initiatives.
Procurement & Category Management
- Oversee IT & Telecom category management programs, including strategies, tools, and processes that deliver cost savings and improve service delivery
- Collaborate with the Director, Category & Sourcing Execution to support enterprise procurement, category development, and strategic sourcing.
- Work with the Category Management Executive Lead to develop operational plans and track performance, effectiveness, and risks.
Stakeholder & Vendor Management
- Build strong relationships with internal and external stakeholders to identify and leverage business opportunities.
- Partner with vendors and public sector stakeholders to ensure compliance, improve coordination, and promote cost-effective practices.
- Support vendor selection, contract negotiation, and ongoing vendor management to achieve performance and risk mitigation goals.
Performance & Process Improvement
- Establish performance metrics for vendors and categories to ensure quality, cost- effectiveness, and supply reliability.
- Lead initiatives to improve procurement processes and increase diversity.
- Drive continuous improvement using cost models and data to inform strategies and identify cost drivers.
- Promote open and competitive procurement practices.
Team & Culture Development
- Manage staff to foster a culture of service excellence, collaboration, and accountability.
- Build and lead a strong team through hiring, onboarding, training, performance management, and employee relations.
- Promote a respectful, inclusive, and productive work environment.
Program Oversight & Evaluation
- Lead initiatives that deliver measurable benefits and align with organizational goals.
- Review and assess third-party programs and processes to ensure alignment with standards and objectives.
- Provide expert advice and evidence-based recommendations to address risks and support the organization’s mandate.
Operational & Organizational Leadership
- Manage financial, human, and material resources to ensure alignment with corporate policies and approval processes.
- Lead cultural change within the section, promoting collaboration, innovation, and continuous improvement across programs and services.
- Represent the section in key projects and decision-making related to category management.
- Build strong relationships with stakeholders to identify trends, address needs, and support program success.
- Collaborate with colleagues on department-wide priorities and may act on behalf of a senior executive or VP as needed.
Successful candidates will demonstrate the following:
- 10 years of progressive leadership in strategic and operational procurement, with a focus on category strategy development and execution.
- Experience negotiating complex contracts is required.
- In-depth knowledge of category management, strategic procurement principles, practices, approaches, and techniques.
- Strong knowledge and experience in the application of strategic sourcing and procurement best practices and concepts.
- Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching.
- Project management skills, strong negotiation skills, contract management, project management skills and communication skills.
- Strong collaboration skills with the ability to engage effectively with other teams and technical experts.
- Strong relationship management and coordination skills needed to interface with internal staff and stakeholders across internal organization as well as with external vendors.
- Ability to effectively handle and resolve disputes.
- Ability to leverage data and reporting tools to communicate business results and category metrics.
- Strong business acumen to be conversant in changing marketplace and the ability to bring new perspectives and insight to both internal stakeholders and customers.
- Strong analytical and strategic thinking skills with a focus on quality assurance and problem- solving.
- Strong verbal and written communication and presentation skills.
- Degree in Supply Chain, Business Administration, or a related field is a plus.
- Supply Chain Management Professional (SCMP) Designation is an asset.

This job offers the opportunity to work from home as part of a hybrid work arrangement; at the time of posting, this position would require in-office presence 3 days per week, based on current operational requirements.
