Tender-12075 – Managed Services Provider for Contingent IT Resources

Description

The Managed Service Provider (MSP) for Contingent Information Technology (IT) Resources services is a Vendor of Record (VOR) arrangement established to provide to all ministries and approved agencies of the Government of Ontario, and may optionally be used by non-Ontario Public Service (OPS) entities. The MSP will provide MSP services and be the single channel through which Contingent IT Resources are provided to clients. The MSP will be responsible for sourcing, providing and managing the Contingent IT Resources. 

The Managed Service Provider (MSP) model reflects input from vendors, as well as market research. It is a best practice recognized by the IT and vendor communities and used widely by private and public sector organizations and jurisdictions, including five other provinces. This new arrangement is in line with the government’s digital transformation initiatives and its work on an integrated supply chain that is anticipated to reduce costs and make it easier and more efficient to do business with government and across the broader public sector. 

What’s New?  

The New Managed Service Provider (MSP) for Contingent IT Resources Vendor of Record (VOR) arrangement is designed to replace the Government of Ontario’s existing I&IT Task-Based VOR with a single Managed Service Provider. The MSP will be the single channel through which Contingent IT Resources are provided to clients. The MSP will be responsible for sourcing, providing and managing the Contingent IT Resources by performing the following: 

• The MSP will conduct and maintain the registration and qualification of a list of IT Qualified Firms in a transparent manner per pre-specified criteria; 

• Ensure there is no limit on the number of IT Qualified Firms and update this list regularly; 

• The MSP will provide market scans to ensure the Province is paying fair market rates for Contingent IT Resources; 

• The roles under the new MSP for Contingent IT Resources VOR arrangement will be updated as may be required, including associated rates; 

The MSP will provide a Vendor Management System (VMS) to automate and support the selection and management of the Contingent IT Resources.
