Buy Ontario Procurement Directive
As of April 13, 2026, the Buy Ontario Procurement Directive is in effect for:
- government entities (ministries, provincial agencies, Independent Electricity System Operator and Ontario Power Generation and each of its subsidiaries)
- designated broader public sector (BPS) organizations within the meaning of the Broader Public Sector Accountability Act, 2010
Government entities and designated BPS organizations must also continue to comply with the OPS/BPS Procurement Directives, as well as other directives/entity-specific policies related to procurement.
The Buy Ontario Procurement Directive:
- consolidates the existing Building Ontario Businesses Initiative (BOBI)
- updates the BOBI policy thresholds to align with trade agreements (Note: the procurement thresholds in the OPS and BPS Procurement Directives have been updated as well).
- consolidates the Procurement Restriction Policy from being a standalone policy into the Directive
- introduces new requirements for light-duty fleet passenger vehicles and capital infrastructure projects
Procurement rationale form
For broader public sector organizations, your funding ministry may tell you to complete a Procurement Rationale Report Form for new, in-scope procurements that are:
- $121,200 and greater
- not leveraging a bulk buying agreement or
- two years or more in length including extensions

Municipal Buy Ontario Procurement Directive
As of April 13, 2026, the Municipal Buy Ontario Procurement Directive is in effect.
The Municipal Buy Ontario Procurement Directive introduces procurement requirements for light-duty fleet passenger vehicles and capital infrastructure projects.
The table below specifies the dates that each of the requirements of this Directive take effect for specific municipal sector entities.
