Supply Ontario is seeking a motivated, team-oriented professional with strong communications, advertising, and public relations skills.

As the Senior Communications Advisor, you will be accountable for the procurement of advertising, public and media relations and creative communication services within Supply Ontario.

In this role, your key responsibilities will include:

  • Providing centralized advertising, marketing and communication expertise and advice to client Communication Branches across all government ministries and agencies.
  • Assessing communication needs and objectives based on individual ministry/government agency direction and provide strategic insight and advice for the development of communication planning.
  • Leading procurement processes including but not limited to Public Relations, Advertising, Performance Marketing, Digital Content and Indigenous and Multicultural Communications and participate with clients in the negotiation and development of contracts
  • Initiating and maintaining strong and cooperative working relationships with client Communication Branches across ministries/government agencies, and with representatives of the external communications, advertising and marketing communications service industries

Successful candidates will demonstrate the following:

Technical Knowledge & Expertise:

  • Expertise with advertising, marketing and communications theory and practices, and advertising policies for the public and private sectors.
  • Experience providing strategic leadership and advisory services.
  • Proven experience developing and implementing communication plans, proposals, and initiatives.

Strategic Leadership & Consultation Expertise:

  • Providing communications advice and expertise to clients on communication plans and strategies
  • Leading the development and implementation of operational policies, procedures, and standards.


Communication & Relationship Management Expertise:

  • Ability to develop and maintain relationships with internal and external stakeholders (e.g., clients across ministries and agencies, external communications, advertising, and marketing communication service industry representatives).
  • Planning, preparing, and presenting reports, proposals, briefings, and executive overviews.

Financial Management & Procurement Expertise:

  • Leading and participating in the monitoring, management and reporting of corporate contracts for advertising and marketing communication services
  • Knowledge of tendering and procurement policies and processes is an asset.
  • Experience leading procurement, contract management processes, and participate on procurement review panels is an asset.
