As a Supply Chain Project Lead in our team, you will manage and participate in enterprise-wide supply chain management projects that support improvement, automation and measurement of supply chain management and related processes. You will design, develop, and implement data collection, measurement and management processes including statistical modelling and data reporting to improve service delivery.

Other key responsibilities include:

  • Planning and leading large-scale public sector supply chain transformation projects/initiatives across diverse stakeholders.
  • Conducting environmental scans, research, and analysis of emerging procurement technology, processes, and trends in the procurement industry to identify best practices.
  • Developing and delivering effective presentations to stakeholders.
  • Developing or assisting in the development of supply chain management strategies and processes within the legislative and policy framework of Supply Ontario.

Successful candidates will demonstrate the following:

Research and Analytical Skills:

  • Experience with data collection/management and development/interpretation of statistical data to lead program evaluation activities, assess/develop alternative approaches, models, and tools to optimize service delivery.
  • Experience in analysing and interpreting quantitative and qualitative data including large data sets to produce solutions and recommendations.
  • Ability to apply analytical skills to identify opportunities to improve client services/value and develop creative business solutions.
  • Researching and analyzing existing supply chain management and related processes and operational strategies through reviews of best practices, environmental scans, analysis of data/benchmarks, stakeholder consultation and mapping to determine opportunities for improvement.
  • Ability to conduct business process analysis, qualitative and quantitative research on procurement policies and processes, and evaluate research results to produce innovative  solutions and recommendations.
  • Proficient in computer applications including business intelligence, analytics and reporting tools (Oracle, Power BI, Python), project management, and database management systems.
  • Experience with data visualization, automation, and measurement.

Project Management Expertise:

  • Proven project management expertise to guide from start to implementation of projects and initiatives in a fast-paced environment.
  • Ability to lead large-scale transformation projects from conceptualization to implementation using approved project management framework/methodology to ensure delivery of project outcomes.
  • Ability to coordinate and deliver concurrent projects/activities within established timeframes and deadlines.
  • Ability to lead diverse project teams to produce results.
  • Strong organizational skills to establish work priorities, respond to conflicting work demands, manage multiple activities, and meet deadlines.

Process Development and Implementation Skills:

  • Leading the procurement process development and implementation responsibilities including project charter, project management plan, research planning, stakeholder engagement planning, process and value chain mapping and development of recommendations for supply chain management improvements including streamlining, automation, and measurement.
  • Developing process performance measures, leading process evaluation, and ensuring  processes are implemented in accordance with best practices.
  • Understanding of continuous improvement methodologies and practices (Lean Six Sigma) will be an asset.

Consultation and Partnership Skills:

  • Ability to consult with internal and external stakeholders and provide advice in defining process requirements.
  • Ability to develop and maintain effective working relationships with clients, staff, ministries, BPS entities and vendor community.
  • Proficient at preparing a range of communication materials including briefing notes, presentations, communication packages and training materials.
  • Strong oral and written communication skills to brief executives and provide advice to OPS and BPS clients, staff, and management.

Supply Chain Policy and Procedures:

  • Knowledge of supply chain management processes, best practices and trends in the public sector, broader public sector, and private sector.
  • Knowledge and experience with supply chain policies, processes, programs, relevant legislation, and directives.
  • Understanding of the role of technology in producing greater efficiencies and cost-savings in supply chain management.
  • Leading projects to provide input into the development of procurement policies, standards, and procedures.
