Overview
Supply Ontario (SO) has established a new Vendor of Record (VOR) arrangement for Learning Management Solution.
The VOR arrangement (Tender-21153), which became effective on May 1, 2026, is set for a term of up to five (5) years with no extension terms available. The current expiry date is April 30, 2031. The VOR arrangement is mandatory for OPS ministries and agencies and is optionally available to public sector entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients. The VOR arrangement consists of two (2) service categories with multiple qualified vendors:
Category 1: Academic
Category 1 supports Academic entities. Qualified vendors include:
- Accenture Inc.
- Acorn Works Inc.
- Aqua AI Solutions Holdings Ltd
- Catalyst IT Canada Ltd.
- Data Centre Intelligence Inc.
- Vocalmeet Inc.
Category 2: Corporate Service & Public Delivery
Category 2 supports Corporate Service & Public Delivery entities. Qualified vendors include:
- Accenture Inc.
- Acorn Works Inc.
- Bluedrop ISM Inc.
- Data Centre Intelligence Inc.
- uxpertise inc.
- Vocalmeet Inc.

This VOR arrangement covers the provision of Learning Management Solutions (LMS) to OPS & Public Sector entities in the academic and corporate service delivery sectors, on an as-needed basis. The VOR offers the following functionalities:
