Overview
Supply Ontario (SO) has established a new Vendor of Record (VOR) arrangement for the Supply and Delivery of Boats, Motors, and Trailers (Tender-20565). Inland Liferafts & Marine Ltd., and K Sports Marine were the successful vendors.
The VOR arrangement, which came into effect on January 15th, 2026, is for a term of up to 5 years. The VOR arrangement is mandatory for ministries and agencies and is optionally available to public sector entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.
The VOR arrangement includes:

Category 2: Engines
| Engine Types | Definition |
|---|---|
| Outboard | An outboard motor is defined as an assembly of a spark-ignition engine and drive unit used to propel a vessel from a properly mounted position external to the hull of the vessel. It typically has a propeller or water jet integrally attached and is usually mounted at the stern of a vessel. |
| Inboard | An inboard motor is an engine mounted inside the confines of a vessel, which powers a drive shaft that turns a water jet impeller or runs through the bottom of the hull and is attached to a propeller at the other end. |
| Stern Drive | A stern drive motor, also known as an inboard-outdrive or inboard-outboard, is an engine that powers a propeller using shifts and gears. It is mounted in front of the transom of a vessel and attached through the transom to a drive unit that is similar to the lower unit of an outboard. |
| Jet Drive | Jet drive motors are typically used in personal watercraft and are considered Class A inboard motor vessels by the Coast Guard. They operate by drawing water into an internal propeller (impeller) that creates a jet of high-pressure water, which exits through a nozzle on the back of the vessel. |
| Electric Motor | An electric motor is defined as a machine that converts electrical power to rotational mechanical power. This definition is broad and applies to various types of electric motors used in different applications, including boating. |
| Deisel Motors | A diesel engine is any compression ignition internal combustion engine using the basic diesel cycle where combustion results from the spraying of fuel into air heated by compression. |
| Engine Stroke | Definition |

| Four-Stroke Motors | These engines complete a power cycle with four strokes of the piston over two crankshaft revolutions. They are more fuel-efficient, produce fewer emissions, and are quieter compared to two-stroke engines. Four-stroke motors are commonly used in a wide range of boats, from small recreational boats to larger vessels. |
Category 3: Trailers

| Roller Trailers | These trailers have multiple sets of rollers that make it easier to load and unload the boat. They are designed to transport boats and facilitate launching and retrieval. |
| Float-on Trailers | These trailers are submerged in water, allowing the boat to float on or off. They are designed to transport boats and are configured to permit launching from the rear of the trailer. |
| Keel Rollers | These trailers have V-shaped rollers along the center to support the boat’s keel. They are designed to assist in moving the boat on and off the trailer and to lessen the road impact on the boat while traveling. |
| Rib Rollers | These smaller rollers support the outer portions of the boat’s hull and are often used in combination with other trailer types. They are designed to provide additional support and stability to the boat. |
