Overview
Supply Ontario (SO), has established a new Enterprise Vendor of Record (EVOR) arrangement for Employee and Family Assistance Program (EFAP) Services, effective August 1st, 2026, and ending on April 30th, 2031. The next generation of EFAP EVOR services are available under the Supply Ontario EVOR framework, and will be offered, owned, supported and managed at the program level by SO.
The EVOR arrangement is mandatory for Ontario Public Service entities (ministries and agencies) and strongly recommended for Non-OPS Entities including municipalities, academic institutions, school boards, and major transfer payment recipients.
The EVOR arrangement provides organizations access to comprehensive employee and family assistance services that support mental health, wellness, and overall well-being. Services are designed to provide timely, confidential, and professional support to employees and their eligible family members through a range of counselling, referral, and wellness services, at preferential pricing for leveraging organizations.
Organizations can currently access two service categories:
- EFAP Core Services (Service Category 1), provided by TELUS Health. This service offers personalized mental health care plans, counselling options with the largest network of counsellors in Canada, a broad range of professional services, CBT programs, and more, supported by 24/7 concierge-level Care Navigator intake services.
- Inclusive and Specialized Counselling Services (ISCS) (Service Category 2), provided by Homewood Health. This service offers users an unparalleled level of choice for choosing their own counsellor with shared lived experience and accessing inclusive and culturally responsive care.
The objective of the EVOR arrangement is to:
- Provide high-quality employee and family assistance services that support mental health and well-being in an inclusive manner across diverse workforces;
- Leverage centralized procurement to achieve consistent service delivery and preferential pricing across participating organizations; and,
- Support healthy, productive, and engaged workplaces across the OPS and Non-OPS entities
Benefits
The EVOR arrangement provides organizations with access to qualified service providers that deliver comprehensive employee and family assistance services across Ontario through standardized service agreements and established pricing. Vendors are required to meet accessibility requirements, French language service requirements, and extensive service level expectations outlined in the respective agreements.
The EVOR arrangement offers the following benefits:
- Provides access to high-quality EFAP services that support employee and family mental health and wellness;
- Integrates service delivery between EFAP Core Services and ISCS, including coordinated referrals and warm transfers between programs; and,
- Makes preferential pricing and the highest standard of care available to all participating organizations through a centralized procurement approach.
Supply Ontario may introduce additional EFAP service categories during the term of the EVOR arrangement to further enhance the range of employee wellness supports available to participating organizations. When and if this is confirmed, a further Procurement Bulletin will be issued.
Note on current EFAP Services ending on July 31, 2006
If you are leveraging current EFAP services as an OPS Ministry, OPS Entity/Agency or Non-OPS Entity then please be advised that the current service and contract cease to exist at the end of July 2026, with no potential extension provision.
Supply Ontario has worked with the newly awarded Vendors of Record (TELUS Health and Homewood Health) to ensure that any client who is currently leveraging EFAP services has a process to effectively transition to the new EFAP (next generation) services between now and the end of July 2026.
Leveraging Clients who have existing contracts under signed Master Adoption Agreements (MAA) that are subordinate to the existing Master Services Agreement (MSA) should understand that when the MSA ceases to exist at the end of July, any subordinate MAA contract beyond that date will also cease to apply for services.
TELUS Health and Homewood Health are effectively operating as VORs under the next generation EFAP agreements that start to apply on August 01st, 2026. If you wish to continue to leverage EFAP (next generation) services, you will need to work with the VOR to sign a new Master Adoption Agreement aligned to the new generation of contracts. TELUS Health and Homewood Health will be reaching out over the coming days to register clients that have already expressed interest to Supply Ontario for next generation services, and to ensure a new MAA is signed by all leveraging clients.
It will not be possible to continue to leverage current EFAP Services beyond the end of July 31st, 2026 as the service offering, terms and conditions, VORs and contractual documentation have all materially changed. TELUS Health and Homewood Health, as the established Supply Ontario EFAP EVOR VORs will only act to support the new generation service from August 01st, 2026, and are not permitted to continue to offer current EFAP services to any client on this date or beyond given Supply Ontario’s program direction.
How to Access the new EVOR Arrangement
For OPS Ministry Clients
This EVOR arrangement is available to all Ministries. For the OPS Ministries, the OPS Centre for Employee Health, Safety and Wellness (CEHSW) will continue to offer co-ordination of services under the next generation EVOR to support as they have done for current EFAP services.
